Job Description:

Registers of Scotland (RoS) is responsible for compiling and maintaining 20 public registers relating to land, property and other legal documents in Scotland. We’re an organisation with centuries of history, but a 21st century mandate to be an effective digital first asset for Scotland. Recent targets and developments include completing the digital land register, transforming land registration through improved digital services, and ScotLIS, our new land and information service that facilitates public and professional access to comprehensive data about any piece of land or property in Scotland.

We are currently recruiting for a GIS Team Leader responsible for the delivery of the wide-ranging geo-spatial data services and products we produce currently, and the development of new ones.  RoS creates a large amount of spatial data, and is seeking to ensure that this creates value for Scotland.  For someone passionate about GI analysis and engagement around insight, this newly-created post has the potential to be exceptionally rewarding as a significant opportunity to shape, strengthen and expand the analytical capability within RoS.

Working within the Information & Analysis (I&A) business area, you will provide professional capability to enable delivery of a range of high quality spatial data products for internal and external use.  This opportunity would suit someone dynamic with considerable initiative, who wishes to develop their experience in a rapidly evolving public sector organisation with a strong outwards focus.  As a management position, you will operate with a high degree of autonomy, leading and building, the capability of the GIS team to deliver to business and customer needs.

You will need to be analytically strong with an innovative outlook.  An interest in data science and how developments in this can support RoS’ aims would be a strong advantage.  You will also need a clear understanding of quality assurance, risk and project management, and the ability to create a positive and highly motivated environment to ensure successful delivery across the full range of your responsibilities.

There are good opportunities for collaborative working internally with other teams and externally through engagement with colleagues in Ordnance Survey, the Scottish Government, and other Scottish public bodies at national and local levels.

Job Requirements:

You will be responsible for:
  • Managing and leading the GIS team to maintain and improve the quality of RoS’ spatial data
  • Development and delivery of data/maps to agreed standards to meet customer and business needs
  • Working with IT to establish a plan for the effective use of GIS technologies to compliment RoS’ Digital and Product strategies
  • Leading on implementation of initiatives resulting from spatial data improvements
  • Involvement in the delivery of business change initiatives that impact upon or influence spatial data
  • Supporting the development of products or services using or influencing geospatial data
  • On-going evaluation and analysis of RoS’ geospatial data in support of customer requirements
  • Maintaining a current view of the GIS technology marketplace and industry trends, using this information to inform and drive ongoing improvement in RoS’ GIS capabilities
  • Ensure designs and usage of GIS platforms support ongoing INSPIRE and other agreed data sharing standards
  • Business point of contact for RoS when dealing with its spatial-data stakeholders including Ordnance Survey, Scottish Government, Local Authorities and activities through ScotLIS
  • Support preparation and publication of geospatial data standards, processes and guidance
  • Supporting the continual improvement of RoS geospatial services
  • Advise on controlled configuration (non-code) changes required of the GIS platforms, such as adding of data layers, modification of business rules etc.
