Job Description:

Newham is a unique and vibrant place to work. The borough is one of the most diverse places in the world, and has the youngest population in the country. The council is working to transform the lives of local people with a focus on building the resilience of residents, our community and the local economy. Through this agenda we are aiming to close the gap in life chances between our residents and those in more affluent parts of the Capital.

The Council is constantly innovating and we do things no other local authority does – like the first borough-wide Landlord Licensing scheme in the country, or our transformative local employment service, Workplace.

Following a restructure bringing together posts from across the council we are have a multidisciplinary team of public policy analysts, social researchers, spatial analysts, public affairs, corporate governance and performance management staff who will inform our corporate planning and our service provision and promote Newham’s vision locally, regionally and nationally.

This is a fantastic opportunity to put your skills to work to make a real difference to the lives of people in one of London’s most dynamic, diverse, and deprived neighbourhoods. You will get the chance to work creatively to tackle new challenges and solve problems, in a supportive environment where your talents are valued.

Job Requirements:

We are looking for a talented candidate to take on the role of Senior GIS Officer. Reporting to the Research Manager, you will contribute to the delivery of an innovative GIS function. You will apply GIS modelling techniques to deliver robust and innovative analysis across the council to improve the way the council plans services and ensures value for money.

You will develop and deliver spatial applications to enable self service across core service areas including planning and regeneration and enforcement. You will also use spatial data to make predictions about the impact of changing service locations and rationalising the estate to help us achieve savings.

You will have experience of working with senior managers to model change, and help plan future services using spatial analysis. You will have a particular background in spatial analysis supporting planning and regeneration although you will work across the organisation.

You must have specialist knowledge of ArcGIS, ArcGISPro, ArcGISonline software and modelling addons and of Ordnance Survey Mapping. You will have strong analytical skills with an ability to gather and analyse data using spatial methods to understand the business context, extract key points and draw conclusions to make recommendations. You must be able to communicate complex spatial data and models to senior management and elected members to effect change across the organisation.
